The mission

The Department of Public Administration has the mission of developing and implementing the Reform in Public Administration.
In accordance with its mission the Department of Public Administration develops these main functions:
- manages the civil service in all the institutions of the central administration;
- leads and implements the functional and structural reform in the institutions of public administration;
- creates and implements the reform in the salary field;
- coordinates the reform for the implementation of the information technologies and in the e-government field.

Placement and the date of foundation

Department of Public Administration is founded with the decision No. 443, dated 05.09.1994, of the Council of Ministers “About the Creation of Public Administration” and functions in the framework of the Ministry of Interior structure in direct dependences of the Minister of Interior

Department of Public Administration offers a series of services for the open public:
- You will find the most recent information on the vacancy positions including publication of these positions, special criteria, candidates’ documentation (CV, copies of diploma and school records, labor bankbook, certifications of qualifications, as well as foreign languages and computer skills, certificate of the juridical status, at least one letter of recommendation, contact tel. no. and full address of dwelling,) as well as the deadlines of the submitting documentation, the defined date of test, the final results and the winner
- Definition of the reference salary in the cases of the benefit of the supplementary pensio ns (click here for the documents needed in this case);
- Organization of the Intership for students (click here to apply);
- Information for the ongoing of the reform in the public administration in general.
- Counciling services to the students that graduated abroad, who are willing to work in the public administration

- You can contact us by coming personally here in our offices every day between 13:00 – 15:00 (on Friday 13:00 – 14:00);

The recrutment in the civil service:

a. How can you be informed for the vacancy positions?

- Department of Public Administration publics information for the vacancy positions in the most important newspapers in the country (such as: Shekulli, Korrieri, Gazeta Shqiptare, Panorama, etc.);
- the same information is published in real time even in our web site (www.pad.gov.al), in the rubric “Vacancies”.

b. How can you apply?
- Mailing the necessary documentation in the P.O. Box. 1751 until the date defined in the publication of the vacancy position

c. What happens after having applied?
- Your documents are examined and the Department publishes the list of qualified candidates at the date defined in the publication of the vacancy position in the environments of the interested institutions as well as in our internet web site;
- If you see from the list that you are not qualified and at the same time you are sure that you fulfill all the requirements to participate in the test you can appeal in the Department within two days from the date of the list publishing.

d. Test results
- After the test we publish the test results in the main entrance of the institution and in our internet web site;
- If you have any complaint connected with the test procedure, you can appeal in the Civil Service Commission, within 30 days from the publication of the test winner. (Click here for an appealing form).

e. Nomination in the working position:
- After the end of the appeal period, the winner is appointed in the working position from the Department as a civil servant in probation period

Documents and personal data that are sent are secure and used according to the Law No. 8517, date 22.7.1999 “About the protection of personal data”.
